best cost effective PSU for crossfired 6950s?
i currently have an earth watts 650, and i dont think it will cut it, what else would be a better option

Probably the XFX Core Edition Pro 650W, or Silverstone Strider 700W, both have enough juice and connectors for a pair of 6950's. I especially like the XFX, it's a Seasonic OEM with 53A on the +12V rail, only $60 after rebate.

That's better than the Earthwatts 750 or OCZ 750 for the same price. Other quality psus in the 700+ watt range start getting notably more expensive.
