about UNIQUE paper currency?

They say UNIQUE in paper currency collecting means only one sample known. Does this mean only one sample made and not circulated, or does it mean what it sounds like, only one has ever come forward ? is it possible someone has one in an old closet and doesn't know ?

    An example of a UNIQUE Certificate is a Series 1907 $1,000 Gold Certificate signed by Napier and McClung (Fr# 1219b) graded CH CU (63). There are other copies of the same Certificate graded Fine or XF known to exist, but only one graded CH CU (63) is known to exist.
