How fast do you need one. Just that fast.

How "nice" do you want it?

An air strip can be completed within 24 hours to accept planes landing on it. A helicopter LZ takes less than an hour. (considering totally overgrown terrain).

Temporary bridges can be put up within an hour.

What do you mean by "barracks" or "hospitals"? If you are talking field-expedient stuff, within three hours you could have a complete tent complex set up that can feed, house and treat 500 personnel. If you are talking more permanent, then it takes several days... unless you want to get to using "Conex" boxes (shipping containers) to make them, then you have much less time.

In an emergency? Not balked by bureaucrats?

Fast enough that you'd better not change the plans one they start. You won't be able to keep up.

Considering the inspection processes would more then likely get scrapped I'd say fairly quickly.

Barracks, hosbitals, bridges are contracted out dear. I do believe they have a mobil bridge system of one is exploded, and a mobil mod system/hosbital.
