why do NFL teams play some teams twice and others not at all?

Example:

The Denver Broncos played the Oakland Raiders twice in the 2011 season. But they don't play against the Carolina Panthers at all?

I'm assuming the divisions have something to do with it, right?

Teams play their division rivals twice each during the regular season. It can't face any other team twice in one season, unless you include the playoffs.

  • You play ever Team in your Division Twice, every Team in one of The Other Divisions in your Conference (It rotates every year), every Team in one of The Divisions in The Other Conference (It rotates every year) and 2 Games that the Scheduling Committee Selects.

So why would a team not even play another team in a season?

division games. teams play division opponents twice. the broncos and raiders are both afc west and panthers are an nfc team. each divison rotates with the division matchups each year. for example, this year all the afc west teams play all the nfc north teams, and it rotates. the panthers are nfc south so thats why they dont play them this year
