the same question raised in Bombay high court b4 years because on Hindi serial's shooting (balika Vadhu)...
but producers claim that they shoot only 4 hours of the day for child artist n follow other guidelines also...n wind up the case later.
but i think your question is valid...this not only applies on child artist but should be applies law on their parents!

I think it would be an offense if they are ill-treated or abused. A film role, is not a regular type of employment and roles for children are limited. They don't work on a daily basis. But there are laws which protect their interests. Child labor in general is a punishable offense... I know some parents keen to make money with their infant who can not even speak a word. This happens more in the advertising film industry.

When employing children itself is illegal,it is puerile to discriminate whether they are used for begging,doing ads,acting in films or for that matter in a hundred
different ways.So long as they are treated as another source of income by the parents,who are main culprits who contribute to this practice,there will always be
others who knowing the potential,will certainly exploit them,their parents and the situation.And let us not talk of illegality or offense.Even the Law makers and
Administrators are not above using children for their convenience.So who is going to take the initiative of prosecuting whom and how?On that thought

As long as the poor are not provided opportunities to work and / or earn the fair wages, all talk of curbing child labour would be mere publicity.
When even educated youth in urban areas are struggling to get jobs and the rural wage incomes are seasonal and subdued (due to partial mechanisation) lending to under employment (even marginal farmers with <1 hectare are looking for wage employment most days), they can ill afford to keep kids idle or going to school where the single teacher (most rural schools are single teacher managed) may not even come regularly and have a proxy to take the classes on his behalf.
The kids go mainly for the noon meals provided to the students and come away little educated. They make up for the deficient budget by selling their services out of class hours, or totally giving up schooling! The Rural Employment scheme is also much abused by the officials in connivance with the local politicians and the poor remain in their ignoble state! How can we boast of child labour laws that are more in paper? Go to any shop or hotel and still find urchins helping around for a pittance as wages, which they still need anyway!

Employing children is NOT illegal in any line of work.
However, there are laws about the number of hours per day and week, and time of day that they can work, and about breaks and school work, and about health and safety requirements.
Regular businesses choose not to hire children for those reasons.
Child actors go to school on the movie set.

I agree with Great Ape answer ....If child is cared properly there is nothing wrong to work even in other industry because they should learn to work from early age ....because our country need more hand to work as there many mouth in one family ...If Indians want their children to enjoy like west then they should think about taking care of decreasing population.

No it's not an offense because like the previous poster stated there are rules and regulations. Not to mention that the parents have to consent most if not all of the time and deal heavily with the paperwork and contracts.

I believe there are strict regulations in the use of children in movies. Number of hours, getting them tutors for schoolwork etc. Twins are useful because one can work while the other rests.

These children Mature fast and goodness is what is to be taught .... just not the bookish/foolish knowledge to earn, as they are already doing it. Games also are earning field now.
