Sure, the more people shop, the more stores can sell and probably hire more sales staff. The more they will order from the manufacturers, who may increase their production staff. The extra people hired then join in and start shopping.
The problem is does the initial group of shoppers have enough funds to get the ball rolling.

No its will make it worse, its becuase US spends so much that they now owe soo much money.
What you need is more investment, this comes from savings which is the opposite of spending.
Then you can make more stuff more efficiently later on
