Can i sue an out-of-state business in california small claims court?

I am a webdesigner in Los Angeles, CA. I completed work on a website for a client on Connecticut who will not pay for some work completed, a total of $500. I want to take them to small claims. Can I do this at all since they reside elsewhere? The work is virtual, and was performed here in CA on my computer on a 3rd party server, or do I need to go to CT to sue?

It depends on where they are. If they have an office in CA and they were in CA when they agreed to do the website you sue in CA.

If they were in CT when they agreed to the contract you sue them in CT, under CT laws. You can't just sue them anywhere in the state either, it has to be the county that has jurisdiction over them,

Unless they have an office in Los Angeles the courts here have no authority over them at all.

I think you have to go to the state where the party resides. I would inquire with Small Claims and see if you can sue somewhere that is closer to you even if you have to travel. I am not knowledgeable in this.
