Should Group X have protective legislation?

I'm addressing the elephant in the room. No offense is intended.

Lets pretend that group X has been arriving on our shores in increasing numbers. They have small communities all over the US. They work and have families. A handful of disgruntled youths in group X have committed acts of barbaric inhumanity.

Suddenly, Group X is under heavy scrutiny by the public. Under the eyes of public opinion, they should all be collectively held responsible for the acts of the few. The food they eat, the religion they practice, the clothes they wear are mocked and used to portray them as backwards and primitive. Forces are organized against Group X. Soon, words turn to action and bloodshed.

At this point, Things have gotten horrific. The disgruntled youth of group X have grown and also be become more organized.

What is the government's ethical and legal response to this?

Zander, Group X could have been here since the signing of the Constitution. That's why I didn't mention any group.

    Finally, an interesting question. I think the government should protect the members of group x who are innocent the same way they would protect the members of larger more popular groups. At the same time they should punish the violent members of group x and the violent members of the rest of the population.

    No specific group should have protective legislation...doesn't go along too well with "equal protection under the law" if one group is getting extra protection.
