is it possible to block out the higher beam on a 1157 bulb?

My car has the fog lights that i made led blue http://www.youtube.com/watch?v=mguwvU_tjlU

and they get brighter when the turn signals illuminate. but they are not the turn signals. The led's burn out when they take too much voltage like all bulbs. so is it possible to block the higher voltage contact so they dont get brighter? IGNORE THE STROBE LIGHTS INSIDE THE FOG LIGHT...

    File off the contact on the bottom of the bulb.
