reading through rule 509 regarding the declare blockers step, i discovered that priority is not given to either player until after blockers are declared. does this mean that spells cast during the declare blockers step cannot prevent blockers from blocking? consider the following scenario as examble:

player one declares attackers runeclaw bear and serra angel

player two declares blocker eldrazi spawn (blocking runeclaw bear) and blocker guard gomazoa blocking serra angel.

player one activates blinding souleaters tap ability, tapping guard gomazoa, which prevents it from blocking serra angel.

in the above scenario, can blinding soul eaters ability be used after blockers are declared? or does it have to be used during the declare attackers step, in order to prevent guard gomazoa from blocking?

    Yes, blinding soul eater's ability can be used after blockers are declared.

    I believe you got the idea wrong in your example. Tapping guard gomazoa does not remove it from blocking Serra Angel. After the creature was declared a blocker or attacker, tapping a creature does not affect their combat positions.

    In another scenario, if you decide to use blinding soul eater's ability before defending player can assign blockers, then guard gomazoa cannot block. Remember, the trick is to announce that you are doing the ability before blockers or attackers are declared. This is important for tapping abilities.

    The way to stop the Gomazoa from blocking is to tap it before the declare blockers step. You can do this during the Upkeep step, the Main Phase, the Beginning of Combat step, and the Declare Attackers phase.

    To my understanding, the attack phase doesn't follow the normal rules of the stack. Declaring a block or attack can't be responded to, such as a tap effect or a destroy effect to prevent battle cry, etc. This is why there are separate phases: enter combat, then declare attackers, declare blockers, damage assigned. The opponent gains equal priority when you enter combat, but once attackers or blockers are declared, interrupts are nulled.

    Tapping a creature after blockers have been declared does nothing to the blocking creature. You need to tap the creature before the attack phase.
