Should I call the police and/or insurance?
Last night while trying to get into a small parking space in a crowded parking lot at Safeway I accidentally hit the bumper of the neighboring car. When I backed up there were scratches but the entire area was scratched so I may not have done any damage. I was so freaked out and my sister was panicking. I thought about getting out but the lot was so crowded with other cars and I was blocking traffic. No one was hurt or even around where I was except for 2 people loading groceries who didn't even look my way. I ended up driving up to the roof where there was more parking and as I got out of my car and headed down the stairs to the main level to inspect the car and find the owner I saw that the car I hit was backing out. All this happened in a span of 2-3 minutes (the lot is really small) and all I saw were too people just leaving the Safeway as I pulled out of the driveway to go to the roof. I have no way of ID-ing the car or owner but I'm terrified someone did see me and got my liscence plate # and the police will show up at my house and arrest me for a hit and run. Should I notify my insurance and call the police?
ETA: the car had scratches on other areas too, not just the area I hit
For the record, I was planning to leave a note if say the owner didn't show up soon but to do that I needed to get out the middle of the parking lot and the only way was to go to the roof for parking since the lot was mostly filled and I was terrified of trying to get in another spot and hit another car.

if you had the license plate, and honestly believed you did do noticeable damage to the other car, i would say you MUST make it right.....
that you cant, theres not really anything you can do.
had the other driver noticed, or been told of what happened, he or she wouldnt of just left so quickly afterwards. i wouldnt worry about the cops showing up at your door, unless you call them yourself.
i might suggest making a donation to a suitable charity in the amount of your insurance deductible, or a good portion of it, to help with the guilty feeling.
but i dont see how you can actually fix the other car and/or make things right with its owner without being able to find that car and its owner.

I would call your insurance company and get their advice. I don't think there is much you can do now. NEXT time, leave a note under the wiper.
