Is it true you have to pay for your neighbor's christmas lights?

My parents don't celebrate christmas and never put up lights. But every January their light bill magically goes up, and its not from the increase in their own electric usage, since it goes down again in February. So I'm wondering if the electric company spreads out the cost of christmas lighting to a whole neighborhood.

    No, it is not true at all.

    We pay what we consume, unless there is a problem with the electricity meter.
