Betta Fish, sleeping all the time, and has torn fins! HELP!?

So I've had my betta fish for about 2 months now, and for the first month and a half, he was fine. Loved his home, swam around all the time, and was very active and happy. I did a light cleaning on the tank, and a few days after he stopped swimming around all the time and began sleeping a bunch. Now he sleeps almost all day except for a few seconds when he is fed. I'm very concerned about him and have noticed his fins seem torn, all of them. He's in a 3.5 gallon tank alone, with a big rock formation and a plastic plant. There is a bubbler and a filter. I've noticed him trapped behind the filter a few times, but he seemed fine after. It wasn't until I cleaned it that he started acting weird. I don't change the water out all the time because of the filter.

What should I do? Is he sick? Is he bored? I really care about him and want to take care of him, but he seems to just be getting worse. Please help me! He deserves it!

Update:

We put in water purifier and whenever I add water (it evaporates) I put in a clearifier. He doesn't seem to have spots on him, but it's hard to see him since he hides in the corner. I'll try petsmart. That's where I got him.

Also, the water is crystal clear right now... very strange that he'd be sick with it so clear.

    He is probably sick as fish don't get bored. A small tank can get dirty water super quick so you need to change it often even if you have a filter. Does he have any strange looking patches on him? That would mean he has a bacteria infection. You should get water purifier to kill anything in the water that can hurt him. You should make a trip to petco or any fish store and tell them your story, they can help you out.

    Pretty Girl, you idiot, of COURSE you need a filter, dont be so stupid. your fish probably isnt as happy as you think. "forgetting" about your fish isnt something to be proud of, you immature brat.

    I would get rid of the plastic plant, and get a silk one. bettas fins are delicate, plastic may rip them.

    If he gets stuck behind the filter, try and move it further away from the side of the tank if possible, or block it up with something so he cant swim behind it.

    get him in a 5 gal tank with a heater with thermostat. they go with 80f determine you utilize water conditioner. if htere is a clear out turn it off. turn off the hood mild. make advantageous he has a place to conceal in the back of. do not placed A BETTA IN A BOWL. GET A 5GAL TANK

    ... ive had my betta for over a year.. he lives in a flower vase lol... he just swims around the vase... sometimes he looks bored.. sometimes he doesnt move... other times he swims a whole lot... to be honest i dont think ur fishy even needs a filter... he may have got is fin caught in it... Betta fish dont need filters. One week last year I went to NY .... completely forgot about my Betta... the flower vase got sooo dirty..BUT.. he is still alive and happy.. get rid of the filter its not necessary it probaly caused more harm then good .. best of luck
