    Hi Mr. Shiva, this whole world and all deities are under the jurisdiction of three qualities, the three dispositions, that is Sato, Rajo and Tamo Gunas. We can say that these three qualities are the drivers of all activities of all creatures. Hence whether Lord Shiva or Lord Brahma and or Lord Vishnu, they all are in the jurisdiction of three Gunas. They are not emancipated like us. But they have been assigned certain important duties like to supervise and create, preserve and destroy. You might have listened when Lord Shiva gets angered His third eye is opened and catastrophe (Pralaya) comes on earth. But remember these deities are a part of setup of universe by the supreme Lord God, hence they are under the command of Supremo.

    Creating union and separation, He (Lord God) laid the foundations of the Universe.

    By His Command, the Lord of Light fashioned the Universe, and infused His Divine Light into it.

    From the Lord of Light, all light originates. The True Guru proclaims the Word of the Shabad.

    Brahma, Vishnu and Shiva, under the influence of the three dispositions, were put to their tasks.

    He created the root of Maya, and the peace obtained in the fourth state of consciousness. ||2||

    The three forms of Brahma, Vishnu and Shiva are trapped in the three qualities, lost in confusion. ||16|| By Guru's Grace, this triad is eradicated, and one is lovingly absorbed in the fourth state. ||17||

    Therefore Sir ! till one is wandering in the triad of three qualities of disposition, one is not emancipated or liberated of birth and death and liberation is in the fourth state of 'Turia', the state of super consciousness. Therefore Sir the Delhi is too far to reach.

    Meeting the Guru, the bondage of the three qualities is cut away, and in the fourth state, the Door of Liberation is attained. ||2|| {{{Guru Amar Daas Ji Siree Raag 33}}}
