Repeal the 28th amendment?

The Twenty-seventh Amendment (Amendment XXVII) prohibits any law that increases or decreases the salary of members of the Congress from taking effect until the start of the next set of terms of office for Representatives.

How come we have an amendment for the first time does not guarantee a minimum right, but rather a financial protection for congress. This flies in the face of the founding fathers intentions (Jeffersonian papers for one).

    We can't repeal the 28th Amendment. There is no such thing as a 28th Amendment.
