Why are six-inch ribbon curls impossible?

Update:

In Elf, the woman said that putting six inch ribbon curls for decoration was impossible. (I'm guessing it was on a present.)

    My only guess is that the manager is expecting the ribbon curls to be exactly 6 inches on every package every time & working gift wrapping at Christmas that would be difficult & time consuming. LOVE ELF!!
