Emergency Managers in Michigan. Is this for real? Does a state Governor have that much power?

The Governor removed and fired all elected officials. Give authority to unelected emergency managers with unlimited powers to whatever they need to do. Isn't this a declaration of martial law?     When a city has mismanaged its funds to the point of bankruptcy (or close to bankruptcy) the governor has the DUTY to step in and appoint emergency managers. These managers will put in place the means to bring the city back to solvency. All governors have this power and Michigan's governor isn't the first to use it.

    City governments are considered extensions of the state.

    in the US states are historically the most powerful entity.

    If the city has has mismanaged itself to the point of bankruptcy the Governor also has state law that directs him to appoint emergency mangers.
