could you simplify √4a^2+4b^2 into 2a+2b?

    sqrt(x+y) does not equal sqrt(x) +sqrt(y)

    What you have would simplify to 2 sqrt(a^2+b^2) that is it.

    No. What you have is 2a^2 + 4b^2. There's no ab term so you can't use the factor you've suggested.
