Why do teachers major in education in college?

This may seem like a stupid question, but let me explain. Most high school teachers have a college degree where their major is education and they basically minor in the specific field they teach. Shouldn't it be the other way around? Is it better to have a math teacher whose major is education and minor is math or one who has a major in math and a minor in education?

    NCLB requires that teachers of secondary have degrees in their subjects. minors dont matter.

    My state doesnt even offer education as an undergraduate in their state schools. Credentialing is entirely graduate work.

    I am a biology teacher, my degree is in biology.

    I agree it is rather silly. Most of my teachers were did not major in education but majored in the subject they teach. Some got an education certificate to teach after they graduated with their degree but many didn't even do that because private schools don't always require that and I had great teachers.
