I have a virus that won't let me download anything?
Ok so a few days ago a popup came onto my computer (hp, windows xp) that said that my computer had been hacked. I rebooted the computer and everything was fine, but I'm not so sure anymore. I had downloaded oovoo and I couldn't open it, and when I tried to re-download it, it wouldn't let me, and it keep telling me to select a program to open oovoo. The same thing happened when I tried to download an antivirus thing. what's going on? thanks a lot.

If the virus will not allow these apps to be executed from windows enter via Safe Mode (F8).
Go to a different computer to download RKill and TDSSKiller to a usb drive or CD, if needed.
Download RKill. This should stop the virus process and allow you to clean the files.

Download Malwarebytes free. Run a thorough scan.
The computer should now be virus free. If not, follow the steps in the link below. It applies to any redirect virus. Use Malwarebytes as the malware software. Only use ComboFix if nothing else works. It is excellent but can cause serious file corruption if the instructions are not followed exactly or it is not given enough time to work.

Uninstall any antiviirus/malware apps that are on the computer. They are not doing the job.
Install Avast free. Do not accept any of the offers during installation. Run a full scan which may take an hour or more. Avast should be running any time the computer is on. Scan with Malwarebytes once or twice a week. Avast and Malwarebytes are 2 of the few antivirus/antimalware apps that can be on the computer at the same time. There is no app with a 100% detection rate. Therefore, the combination of Avast and Malwarebytes provides the best protection.
Go to System Restore to be certain it was not disabled by the virus.

system restore to before the virus and get a anti-virus malewarebytes and ccleaner to back it up
