What part of a master cylinded could fail to cause front brakes to be less effective?

I have a 1990 Nissan Pintara and the front brakes work but not very well.

I have tried to brake hard on dirt road to lockup all wheels but only the rear wheels will lockup.

The rear wheels will lock in the wet with not very much stopping at all.

Where should I start looking?

The pedal is no spongy.

    It is a tandem master cylinder so the front and rear are separate when you put your foot on the brake. Is the cylinder fill of fluid. If empty it may have a leak in the cylinder or at the wheel cylinders, or hoses. Look at the back of the brakes to see if their is any brake fluid. If so you will have to fix where it is leaking.

    The master cylinder SEALS can swell from old or improper brake fluid. SO can the caliper seals. Your brake fluid should be replaced with GENUINE Nissan brake fluid every 2-3 years. READ your manual about this. ANY Japanese dealership will have the right fluid for you. NEVER mix two different BRAND NAMES of brake fluid together. Read your manuakl about the rright SPECIFICATION NUMBERS! DOT 4 is NOT the only rating to be found and used. You MAY have cheap front brake pads or other brake issues. Why not get a FREE brake inspection someplace?? Good luck!!

    Replace the master cylinder.

    there are seals in the master cylinder that separate front from back and the seal could go out making one or the other not function properly.
