Cousin problem! please help. does he like me? wtf...?

I'm a 17 year old girl and my cousin who is a guy will be turning 16. His always trying to touch me, like hold my hand, poke me, etc. It's getting a little odd. His always teasing me and tried to put his head on my lap but I pushed his head away and said "ew, don't you ever do that again." cause I think he likes me and it feels kinda wrong. He would always walk with me and always stare at me and smile. He would eat with me and when we go out to eat, he will sit beside me and even if we're in the car, he would sit beside me. I have 2 brothers and 1 sister, he could have hung out with them like how his bros does but why does he prefer sticking on to me like a leech? His pretty good looking but his my first cousin. I've had a fight with his bro before who is of my age cause he had a crush on me and wanted me to become his girlfriend 2 years ago and I did not talk to him ever since. Does he like me? Cause I don't like him more than a cousin and what should I do to make him not to have a crush on me anymore but I don't want it to end up like how it did with his bro.
