Yes, everything that I have read about it is that they were planning on doing the other 2 books into movies, but since the first movie didn't do as well as they hoped they decided not to

Eragon is the only movie made for the Inheritance Cycle. The movie didn't make enough money for them to justify the expense of making a sequel.
