my brother bought a game (football manager 2012) now I want to play it aswell, but I can install it on my own account because it says that the code is already in use with another game, can I log into his account and install it on my computer, but will we be able to both play at the same time?

You can't both play it at the same time. It's on his Steam account, and you'd have to be signed on with his account to play the game.
