What is the standard the Supreme Court is to use to rule on cases ?

And why is it not used ?

    The standard is the U.S. Constitution which you knew if you ask why it isn't used.

    The SC always use it but their interpretation varies with the times and public opinion.

    there isn't one they make up law and interpretations as they go along which is what congress is SUPPOSED to do, the constitution says congress shall make NO LAW regarding the free exercise of religion yet the supreme court rules on something for which there is no law and can be no law in effect creating unconstitutional law in two ways, usurping congress's sole right to make law and making laws which are expressly forbidden by the constitution
