The parking tickets are still valid.
On the other hand, the registration and plates may be voided, if you were not living in Florida when you registered it there.

I'm assuming it was registered in New York when you got the parking tickets, and since then you re-registered it in Florida. The tickets aren't necessarily with the car, as they are with whoever the registered owner is. If they didn't get you in Florida they will eventually. Think about all the out of state cars that get parking tickets.

You can't get a parking ticket 'before' the car is registered, as registration is giving over ownership, and you become the paying 'keeper'.
A bit like your 'Birth' certificate, which is to register (give ownership) over to the state, so they can tax you all your working life, it's why the 'owner' can take these away from you at any time.

ticket never goes away next time you go for license renewal might not get it due to that ticket. also think of it this way if that ticket is say 25 bucks it can be triple that due to interest and so forth
