My computer is not rebooting correctly, it gets stuck at start up. What is it?

when i restart my PC F8 does not work and the monitor freezes on intel screen, the fans are working i can see the monitor. But when i restart and press F8, F12, or anything else does not respond, i cant get into SAFE MODE, or SAVE MODE with NETWORKING. What is wrong? Please help i have a lot of files i need. Thanks in advance.

Update:

No i cant boot from a cd. it starts it sounds normal, i check all the cables, connectors and they seem to be in place. i press F8 and nothing. the mother board is an "intel desktop mother board Model D875PBZ, Pentium 4.

    This would be easier if we knew the make and model, as well as the OS.

    My first guess is a bad motherboard.

    Can you boot from a CD/DVD?

    it could be a loose connection on your computer hardware, or a corrupted program in your system32 operating system causing your computer to stop responding during start up...
