Employers took a backseat right after Obama took office, waiting to see how his policies would affect them and how much Obamacare would cost them - which they still have no answer to. This was another one of the issues they were watching. So, yes, it did make a difference when Obama continued the cuts, as opposed to halting them. Now, if he would just drop all the other threats he's made toward the business community, we might be able to get Americans back to work. I expect things to get better in the next year. Not due to anything Obama will do, but bc it is almost certain that he is going to be taking a dive.
