What can I make for my special needs niece?

My niece is special needs and is wheelchair bound. She will be 16 this year and I want to make something special for her. I love doing counted cross stitch, simple crochet and my favorite is plastic canvas. I am stumped as to what to make for her special birthday. For other birthdays I have crocheted blankets, made cross stitch samplers and made jingle blocks. Does anybody have any ideas? Thank you!!

Update:

I realized after I asked the question that I should have given a little more information about her. She has severe cerebral palsy, has no use of her legs or her right arm and is non-verbal. She can say numerous words and phrases, but cannot have a conversation. She repeats words and phrases that she hears. She has the mental age of about a 1 year old.

I love the idea of the 16 roses. I found a plastic canvas pattern for the head of a rose. I am going to make 16 of them and attach them to green pipe cleaners. I also found a plastic canvas pattern for a beautiful vase that I am going to make as well to put the flowers in.

The beanies are really cute, but she does not like anything on her head and will pull it off.

I also love the idea of the pouch to hang on her wheelchair. I did make her a tote bag from plastic grocery bags that my sister carries, but one that she could hang on the back of her wheelchair is a great idea.

I have made her aprons out of towels for her to wear

Can she do simple puzzles? Maybe cut some shapes from plastic canvas and have them fit together as a puzzle. Make them in bright colors.

Domino like rectangles also from plastic canvas except no dots on them. Just bright colors again that she can match to another one.

A doll made from plastic canvas and a couple of outfits also made of plastic canvas. Put velcro on the doll and the clothes to make dressing/undressing easier.

16 roses/rosebuds made from plastic canvas in her favorite color and put in a pretty vase w/ a color co-ordinated ribbon.

My 16 year old loves beanies. It's just the rage with kids these days. If you're a crocheter, there's a great single crochet pattern at www.howtocrochetabeanie.com for free. You could do this and attach a cute flower on it. With spring coming up, you can do these beanies in a sweet cotton blend.

    Very fashionable and light weight.

How about something to wear? That's one thing she can "do" to feel like she's expressing herself (if you use themes, fit, color, style that suits what *she* likes) as well as feel attractive and interesting, etc. You could make something crocheted, or just add embellishments of counted-crossstitch, etc, onto other clothing.

Also could she use some kinds of pouches, etc, that she could hang from her wheelchair to keep stuff she wants to keep handy in? Or would she like to have some part of her wheelchair padded, decorated, raised, etc?

(It would have helped a lot to know something about her mental and physical states.)
