Is it illegal to do this to money?

So I stumbled upon this image on the internet (http://ctrlv.in/58126 - I promise it's an innocent picture) and, though I think it's hilarious, I'm wondering whether or not this dollar would still be accepted. While I know that USA has laws saying it's illegal to deface money, and that these laws aren't strictly enforced, I wonder if this dollar has been so badly defaced that it would be put out of use. Thanks!

This doesn't surprise me. I have no problem with anyone coming here for a better life, but the same rules need to apply to everyone. If I need to be legal to work in this country, so should an immigrant. If I need a SSN to get a bank account (or anything else for that matter), so should an immigrant. If I need car insurance and a driver's license to drive legally, so should an immigrant. If I am required to pay taxes on a business, so should an immigrant (they get 7 years tax-free). I wouldn't to move to another country and expect their government to give me free benefits at their citizens' expense, have everything written in English for me, and rearrange their culture to accommodate me...

Money is Money. As long as it is not torn half way and unable to be read. It would probably still be accepted.
