It would also be great if you told me what Cave/Hideout has the best loot, i've already seen Guldun Rock cave it doesnt have so much loot.

The nightingales have a pretty cool set of armor. join the thieves guild and you can get there. and their armor set has a cloak but it is just attached to the armor.

An easy way is to start the Dark Brotherhood - they give you an outfit with a cape once you are accepted.
You join the dark botherhood by commiting a murder - the Kill Grelod quest is a good opportunity to do this. You will get a note afterwards saying "We know". Then, you go to sleep in a bed, and when you wake up you see that Astrid from the dark brotherhood has taken you to a house where you have to do something for her.

There aren't any, and armor doesn't have it either
loot is mostly random, but during the theives guild u can get like 300+ bottles of honningbrew mead for like 6k?
jsut do artifact quests.
v lies v it doesnt have a cape. there arent any...

well theres really "no best loot". everything is truely spread out across the land. theres places you get the dragon masks (which are pretty bad-***), bandit hide-outs which have low to decent value items, high value if there is a cheif. i suggest just exploring, there really is no best loot, and its always best if ya just go off from where you are and figure it out yourself.
