If they are already living with one another, add twice the number of neons as bettas. Have a ratio of 1 betta to every 2 neons. This way the bettas can't gang up on the neons.

I have a happy tank of bettas and neon tetras, just watch out the tetras are SUPER NIPPY! I have one betta who gets picked on a lot. All of my neon tetras are nice, but one is mean. Just watch out, make sure you have a big enough tank, I recommend 20 gallons.

No, bettas will attack any other fish they see as a threat. Any fish that is the same shape or color will not work in the same tank.
