why does it work? household outlet.?

In the philippines there are two different ways they provide electricity. both are 220v. one has two 110v wires to each side of the outlet, and the other has one 220v and neutral. the appliances and tools operate on either 220v outlet, How can that be correct?

    The two 110 volts hot lines are a split phase line. The signals are 180º out of phase so the voltage between the two is twice 110 volts or 120 volts. In other words, when one is at it's + peak, the other is at the – peak.

    The DC analog would be a +110 volt battery connected to the one hot, and a –110 volts battery connected to the other, with the common of both batteries tied together and tied to ground.

    The second method is just an AC voltage of 220 volts connected to the hot and neutral wire. The neutral would be tied to ground somewhere in the system.
