Are they barking when people come to the door? Or just in general.

One thing we did with our small dogs was when people come in, we asked them to completely ignore the dogs until they calmed down. Our dogs quickly learned that silence will get them the attention they're looking for, not barking. It's hard when guests come in and immediately bend down and go "ohhh you're so cute!" and pet them and reward them for the barking, so just ask your guests to kindly ignore the dogs, even making eye contact, until they have fully calmed down.

If they are barking for reasons other than this, try re-directing their attention, or even putting them in a "time out". We used to have our dogs sit by the stairs until they calmed down, then gave them a ton of attention for being quiet.

We still allow our dogs to bark when someone is at the door, they have learned that it's when people actually enter our home they need to stop barking in order to get the attention they are craving. You don't want a silent dog, you still want them to warn you if someone is there, especially if an "uninvited" guest arrives (our house almost got broken into, and had it not been for the dogs warning us, it would have been).

from me having a small dog also and having him bark be very loud and high pitched, it can get annoying. when telling a dog to stop barking you have to be perscise and strict so they no you mean it. the more u do it the better they become at listening.

I do not have a dog but my friends dog takes little notice of his commands as he does not lower his voice. I believe that a dog registers the tone and depth of voice of a command. When I speak to my friends dog he understands me at once and obeys my command. You must be firm with them, not unkind just firm, and in no way give them treats to stop them barking.
