Big Kahuna, this is a tough one because "best" comes down to preference. Road Runners would be my go to bait off the bat. As for bait...Missouri minnows hands down. Stick 'em on a slip bobber and snatch those slabs. Now I gotta go to Okeechobee to get me some slabs...you just got me twisting in my seat right now! ; ) ~Good luck catchin'.

I really think this is more an opinion based (purchase, performance on variety of different crappie fishing spots and how the people use them) kinda thing... But to my opinion
A plain jig head from gamatzu is all ways good game! 1/2-1 oz is all ways in season! And my personal preference for a jig head (weight directly onto your hook, therefore the head of the bait) Is a grub averaging about 3 1/2" At it's peak, is a bass killer! I personally prefer the "Kalins lunker grubs" in 3" In chart/salt&pepper for those Appeal color situations, and the Bluegill or Watermelon seed for natural.
I wish I could put a link to basspro... But I guess it's disqualifying (well it seems unfair in an opinion base question, but those are the rules) you can find those "kalin" grubs easy find and good price on bass pro. They are real nice for all types of pan-fish and crappie work too.
Personally worked on a sloooow... Slooow... Retrieve with stops, and heavy tip ups every once in a-while (while it is stopped) and then starting again, is a real attractor (hell... It caught the eye some good casitas fish)

Like Señor Chimp Dancer said, it's all a matter of personal preference basically. He likes Road Runners, I likes the marabou crappie jig.
And the best bait hands down for crappie is always a live baitfish, be it a shad, a shiner, or a minnow of some sort.

Berkley Powerbait 1 1/2" curly-tailed grubs in white. If you can find these locally, STOCK UP! Not only Crappie but Bluegill, Bass, etc will tear them up. I thread them on an extremely small jig head and fish..

Whats Bog K? In the link below i use the watermelon pearl kind. Just put it through a small hook, drop it where some crappie are, let it sink and tug on it a few times
