06 Dodge Magnum High RPM.?

Okay so the other day I was driving along and the car's RPM spiked up without flooring it, and now I would be going about 40 mph and the RPM would be high and won't up shift... or maybe it will.. but I don't want to push it too hard. Check Engine light is on btw. So if anyone has any idea's on what might be the problem and an estimate of cost it would be much appreciated.

    It could be a few things. First it might be your cadalitic converter can cause this. Also check your tranny fluid if it is low it may not be letting it up shift. It could also be a vacuum line, but couldn't tell you which won with out really seeing the var.

    the idle air control sensor might need to be taken off and cleaned and clean out the throttle body too.
