How do get my dog to stop whining?

My dogs whines at almost everything. If he wants something, if he's upset, if he's bored, he'll whine. I'm trying to break him of it because it's annoying as ****. I've tried ignoring him but it seems like since I've started ignoring him, he just whines more! What else can I do to get him to stop?

    The most effective way to solve this problem is to teach him a signal that means to be quiet. I have a dog that loves to bark and the best thing I've done with her is to teach her a signal (and a sound!) to tell her when to be quiet.

    To get you started you probably want to get some bite size treats and set aside some time. When you start this training make sure that you try to be as consistent as possible, it makes it easier in the long run. When he's whining tell him "Shhh" and put your finger up to your lips, signaling quiet like you would to a person (that's what I do with my dog). When he's quiet immediately reward the silence with a treat and some praise. Once he's got the hang of it try to prolong the amount of time that he has to remain quiet before giving him treats.
