If the gauge reads DC Voltage, it's unlikely that it's "burning out". More likely is an "open circuit", meaning the wires leading from the voltage source have an intermittent discontinuity or open circuit which keeps the current from flowing through the meter. Test the meter itself directly on any household battery or to the car battery to see if it reads the correct voltage.
If the meter is an Ammeter (reads current in Amps) rather than a Voltmeter, it's possible to burn it out if your hooking it directly from the battery to ground and exceeding the maximum current flow shown on the meter face.

You said you replaced the wiring harness and I think it is in the harness. Check with the manufacturer of the harness to see weather it is wired for a volt meter or a amp meter. I think you will find it is wired for a amp meter and you have a volt meter. If when it was working for the ten minutes it was pegged over to the highest volt I know that was your problem. Did you notice?
