Are Xbox Live points region locked?

I live in the UK, and my friend in America wants to send me some Microsoft points through email.

Could the code he sends me register on my Xbox?

    Points cards are region-locked, but Xbox Live Gold cards are not.

    yes! you can not use either the points or live card bought in North America in say Japan Or Russia they are region locked

    Yes... I work at a GameStop at a border town with Mexico, and people always buy them and come complain later because they can't redeem them since their Xbox is registered in Mexico..
