Is my dog cold, he looks like he is shivering often but its hard to tell?

Okay this may sound silly or dumb, but my dog is old. he has arthritis in his rear legs and those shake all the time. Despite that, he looks like he's shaking all over but only when he's outside. It's not that cold here, and hes got a lot of fur (hes a shiba inu) is he cold? If so would getting him a little sweater to wear during the winter be a good idea?

Update:

He's had a history of seizures but only when there's extremely loud noises going off constantly, such as fireworks or thunderstorms. He's mainly an indoor dog, but we let him out often so he doesn't have accidents and he likes to roam around in the backyard.

    Your dog might be cold but shakes has more to do with old age and other physical conditions. You didn't say but if you are not giving him omega 3 daily plus chondriton glucosamin 2x also daily, he is not getting what he needs to be more comfortable physically. Our old girl could hardly get up and down, also shaking a lot, when we started to give her these vitamins a couple of years ago. A woman who worked with dog rescues told me and it has been a blessing for our dogs, and for us also.

    Dogs would get cold also but most likely, this is not the case.

    he could possibly be having a seziure. contact your vet and get him checked out. better be safe than sorry.

    also- even though dogs have a lot of fur they still get cold outside. get him some blankets if he lives outside or a nice dog house. always provide fresh water & food for him.

    Lots of small dogs do this because of anxiety. Just try to make the baby comfortable but sOme never stop ):
