The articles were too weak. They had no control because the people feared a strong central government. They needed all 13 states to change the articles, which was impossible. 9/13 to make a law, which was again, almost impossible. There was a secret meeting to 'change the articles', but really, they made a whole new constitution.

Lacked of executive and judicial power (weak centralized government), giving most power to the states. They made it very difficult to make decisions. 9 out of 13 states were needed to pass major laws and all 13 states were needed to change/amend the Articles.
