How do I get a date with a Russian girl "in Russia"?

I am an American living and working in Kaliningrad, Russia. There are many beautiful women, but they seem to be very serious, almost mean. I think I will need to buy some nicer clothes for one, since I am not used to dressing as well as the people here do. However, it is extremely difficult to even order at a restaurant, for instance, since I don't speak Russian; but to find a companion..? Ouch. I have found out that many Russians speak a bit of English, but it takes some bring out, as they are not comfortable doing so. It's all very stressful sometimes. I try to be polite and friendly and strive to be a good guy, but I have not been encountering the friendly folks that I have often read about on the Internet before. Also, I tried a Russian dating site, but it seems almost pointless. Speaking English is one thing, but understand English writing is another.

And lastly, I have done my homework about Russian women as of late and understand their goals and values geared towards family and marriage.
