That depends on the type of camera. The first system could be left on anytime the officer wanted it on, regardless if the car was running or occupied.

No, not off duty, Egging is really hard to get off of a car after it dries and it ruins the paint, your real lucky to have not been seen around there looking at it or you'd be a suspect and possibly arrested for vandalism.
