>simply go into the video fx drag the effect into your timeline
>use transitions just like fx, but in between your clips
>drag video/music files into the trimmer (right click > open in trimmer) in there you can make them smaller (select the timeline area you want to cutout and make small clip) by pressing create subclick (box with two vetical lines)
>then go to your project media and the clip you just made whould be there
>drag it into the timeline

Im currently using sony vegas pro 10 but I believe its about the same.
Look at the top bar where all the icons are, there should be one with a white hand and a finger. Selecting this lets you choose a category and shows you all the neat tricks you can do on vegas.

For basic editing, AVS Video Editor is a great choice: It's also freeware, so that's always nice.
