It sounds like something that could've been said in 'A Matter Of Life and Death.' (1946)

Either by the narrator at the beginning, by Doctor Reeves, or by the French fella from Heaven, who missed David Niven in the fog.

I'm hearing Orson Welles too. Perhaps he used the quote in one of his films ( as Mr Rochester in Jane Eyre?)
