Open Task Manager (press Ctrl+Shift+Esc, or right click taskbar)
Click the 'Processes' tab, end all processes of 'explorer.exe'. Then from the menu, click 'File'>new process>type...
explorer.exe
Click 'OK' Exit task manager and re- start.

Restart your computer, your explorer.exe might have been ended in the processes which can happen and get rid of your task bar.
