Can I change my IP address without changing my service provider?
I have read posts about someone saying this can be done, then he tells us this method. Every time I try one of these methods it doesn't work.
Look, in order to prevent people from selling child pornography on the net, the cops offer to buy or sell it, then when someone responds, they can use his IP address to take away his anonymity and find out where he lives.
If you have a program that makes it easy for a perv to keep changing his IP address, you are obstructing justice.

Changing your address wouldn't help. The provider has records of what IP was issued to who. The only way to be anonymous would be an anonymous connection, like free wi-fi or piggybacking onto someone else's network.
If you did want to change your IP, just shutting down for 1 to 3 days (depending on your provider's lease time) should do the job.

People do not have an IP address. You borrow an IP address from the ISP when you connect to their network. To change an IP address you can disconnect from the network and then when you reconnect you can have another IP address. If the ISP felt like it they could change your IP address every minute. Some broadband connections use a "sticky" IP address which does not change very often. If the police need to identify someone from an IP address they contact the ISP who issues that sequence of IP addresses who will then check their logs to see who was using that particular IP address at the specified time.
