Black Candle With Naked Woman On It?
Anyone who is into Black Magic or Santeria, do you know what this means or what type of ritual is performed on someone who has this? Also, why would someone do this in front of a headstone?

It may be an "Eve" candle, and if it's a black one, it could mean that the ritual is targeting the female sexuality of the owner of the headstone, or the spouse of the owner, for revenge. For instance the practitioner could be claiming the spouse of the deceased, who may still have feelings for them, or so I've been told.
