A quick question about voter ID?

If you require people to have a state issued photo ID in order to vote, does this mean that the state will have to provide photo ID cards (not driver's licenses) for free to any eligible voter?

Most people have a Driver's License, which is an Acceptable Government Issued ID for voting. Those that don't drive can get a Similar Gov't Issue ID Card.

And most or all States would provide an ID for those that don't have one. Not a big financial or practical issue.
