Ok, so I want to DOWNLOAD Gta iv ballad of gay tony but I don't have GTA IV. On their website it says add-on, so can I play it without the game. XBox 360 ONLY

To play the version of Ballad of Gay Tony that you download, you have to have GTA IV -- it's an add-on only.
You can get the "Episodes from Liberty City" disc that includes TBoGT and Lost and the Damned without having GTA IV, but that's not available on the Marketplace.
